She was the illegitimate child of Gul Dukot and Tora Naprem. She was a Bajorean and Cardassian hybrid, who was conceived Terok Nor, which is now Deep Space Nine. Dukot loved both 9f them a lot, however the Occupation of Bajor was coming to an end, and that neither one of them would be accepted on Bajor or Cardassa Prime, therefore he arranged for Ziyal and Naprem to live on Lissepia, a neutral planet.
